Start with one page per core service

There's no single correct page count for a trades website. The right number depends on how many distinct services you offer and how many distinct markets you serve, and the mistake most owners make is picking a number instead of working from that logic.

A separate page for each city or region you actively work in gives search engines a specific page to rank for each local search, rather than asking one page to do everything.
A page for one service in a city and a page for a different service in that same city should stay separate, since a visitor searching for one doesn't want to wade through the other.
A large site with thin, outdated pages performs worse than a smaller site where every page is genuinely useful and kept current. Grow page count as fast as you can keep content real.
Adding a new service or expanding into a new county is the natural trigger to add pages, not a fixed schedule.
